Professional Experience
Janet has over twelve years experience counseling public sector clients on a variety of public law issues. For the past ten years she has focused her practice on municipal cable and telecommunications issues, including all areas of cable television franchising, municipal management of public rights-of-way and other telecommunications issues.
Prior to joining Walter & Haverfield, Janet represented local governments in public finance matters, particularly general obligation and conduit financing for municipalities, school districts and counties.
Janet clerked for Justice Herbert R. Brown on the Supreme Court of Ohio and for Judge Lesley Wells on the Federal District Court for the Northern District of Ohio. She was an Arthur Russell Morgan Fellow at the Urban Morgan Institute for Human Rights at the University of Cincinnati College of Law, during which she completed an internship at the Women’s Legal Services Center in Kathmandu, Nepal.

Janet is thoroughly versed in federal and state law and regulations regarding municipal cable television and telecommunications issues.
- She has represented numerous municipalities in all phases of cable franchise negotiations with major cable operators, and is highly experienced in drafting cable franchise agreements.
- Janet is also experienced in reviewing requests, and negotiating agreements, for municipal approval to transfer cable franchises from one cable operator to another.
- She is experienced in cable rate regulation and cable franchise compliance issues.
- Janet has a thorough understanding of Ohio law regarding municipal management of the public rights-of-way and has developed legislation tailored to client needs.
- She has also drafted regulations for satellite dish placement and wireless telecommunications tower zoning legislation.
- She has represented municipalities in litigation before the Federal Communications Commission.
