Privatizing Government Telecommunications (Law Journal Press 2001, updated through 2003). 

"Chapter 14, on privatization in the telecommunications industry, is the work of John H. Gibbon , Janet L. Alter and William R. Hanna. This chapter is unusual in that the focus is not on privatization of formerly public functions, but on the interaction of the public and private sectors in providing services cooperatively.  The authors give special attention to the problems of municipal partnerships with private providers of such services as cable television and fiber optics."
