Chuck divides his practice between private client representation for the firm’s Litigation Group and municipal representation for its Public Law Group. He has served as the Law Director of the municipalities of Hudson, Shaker Heights, Cuyahoga Heights, Richfield, Gates Mills and Solon. As part of his public law practice, he has managed a wide variety of zoning, telecommunications, employment, civil service, environmental and construction issues. Chuck also established a regional council of governments to address housing issues and helped establish non-profit corporations for public self-insurance pools.


Economic Development
  • Advised Joint Economic Development District ("JEDD") on creation and expansion issues.
  • Drafted Tax Increment Financing ("TIF") and Development Agreements with developers for construction of public infrastructure.
Eminent Domain Litigation
  • Represented taking authorities and private land owners in eminent domain pre-litigation and litigation matters.
Environmental Regulation & Litigation
  • Dealt with wetland issues for private land owners.
Land Use & Zoning
  • Advised municipalities and township on pre-zoning litigation strategies and potential settlement strategies.
Public Contracting Disputes - Litigation
  • Advised public entities on numerous public contract issues.

In the article, Mr. Riehl was recognized for his recent selection as one of the top municipal lawyers in the country by the publication Best Lawyers in America©, and for his service as Richfield's law director for the past 16 years.
